What is the price for go car for elderly at Window Of The World(WOW)?

Do you mean the bettery cart there? If so, here is what I know:
from Mon. to Fri. Small ones cost CNY200/h and large ones cost CNY350/h
from Sat. to Sun. Small ones cost CNY280/h and large ones cost CNY450/h

I am not sure whether the fare has changed by now, because I went there a year ago.
