Visa for Laos passport

Hi, my partner is a current permanent resident of Australia with a Lao's passport.
I have booked our flights and we are due to fly out in 3 weeks for four days in HK then to Thailand.

Will the consular be able to approve his visa here or would it need to be sent to HK for approval?
