But if I travel with the southern airlines to Korea and the transit at Guangzhou for 15 hrs can I apply for a permit when I arrived in Guangzhou.0

What I learnt is that you need a transit visa if you will stay in a hotel outside of the airport. Anyway, better confirm this with your airline or the airport directly.0
