Neither of them is suggested by taxi.
From Hong Kong, you can take East Rail Line at Hung Hom to Lo Wu. Then cross the immigration border to reach Luohu.
From Guangzhou, you can take bullet train at the local east railway station to Luohu within 1.5h.0
