Can a US citizen visiting India apply for a tourist visa in India to visit China

You can apply in India with valid Indian visa or valid Residence Permit in India and its copy. BTW, a note(with your name, passport number, occupation, purpose to go to China, duration of stay in China) by US Embassy or Consulate-General in India may be required.
