I notice you mentioned that Irish passport holders sometimes get confused with our good friends in the UK and might have to pay the higher fee ? I am do to travel to Shenzhen in April for electronics fair can I freely get the local visa at the train station or is Ireland one of the excluded countries ?

Irish passport holders can get the the VOA at Luohu border. I think you should tell the visa officers that Ireland and Northern Ireland are totally different if he charges you more.
