Who can I talk to regarding a problem I have in going back to Qiqihar?

I am a foreign English teacher and I recently finished my contract with my school in Qiqihar. I was given the opportunity to go back to Qiqihar but to work for a different school but my invitation letter has been declined by the PSB due to a clause in my contract. I believe this clause is against Chinese rules and regulations when hiring a foreigner and besides I feel that this school has no right in choosing whether I can stay in Qiqihar or not. My previous employer has basically banned me from returning to the entire Heilongjiang province and as I have learned recently from my new employer, she has considerable amount of influence over the local PSB. I really want to return as I have a very good life in this city (many friends, girlfriend, and ext.). Is there anything I can do in this situation? What steps should I take and what should I do to return to this city?

Hi, I am afraid it is very difficult if your new employer can not get the invitation letter for you. If possible, you may need to find help from a visa agency.
