We are US citizens currently residing in the Netherlands Can we get our Visas in the Netherlands?

CAn we get all 4 of our family's visas here (we all are US citizens/passports, but we all have Dutch residency)

3 of our family will return to Houston, TX, can we get 1 of our visas here & the other 3 in the US?
