Mainland Chinese, or Macao/Taiwan residents are required to obtain an entry permit from the Public Security Bureau for any type of visit to Hong Kong. Hong Kong allows citizens of many countries to travel to Hong Kong for periods ranging from 14 to 180 days without visa, while others need to obtain a HK Visa in advance. If you are now in China with foreign passport, you can check the form for visa exemption here https://www.travelchinaguide.com/embassy/pdf/hongkong-visa-free.pdf
