how did they make the silk road safer?

At first, the military defenses extended to protect the caravans and goods. Later on a chinese traveler, Chan Ch'ien, created an idea to expand the silk trade to include lesser tribe attacks and therefore forge alliances with them.(This is what produced the Silk Route)
