i have a good friend who came from china, and has been living in the United States now for almost 4 years. her son and daughter, also from China have passports that are about to expire by 25 February 2013. Will the children be required to renew their china passports, if there is no intention of leaving America, to go back to China, or to travel to another country?

Hi, her children should get their new passport even if they have no intention of leaving America. There are requirements in details at http://us.china-embassy.org/chn/ywzn/lsyw/lszj/hzlxz/blxz/pthz/#2 you may pass it to them if they know Chinese.
