The hospital will issue you a birth certificate. You will need to apply for your baby an Australian Citizenship (if you prefer) by Descent Certificate through the Immigration Department at the Australian Embassy. Then apply for a passport. Foreign babies cannot exit China until they obtain a one-time Exit Visa/Permit.

Applications for registration of citizenship by descent can be made by appointment only. For you, it is Beijing Visa Office. To make an appointment, please send an email with your name and contact number to dfat.gov.au|immigration.beijing
You can refer to http://www.china.embassy.gov.au/files/bjng/Checklist%20with%20tick%20boxes%20-%20ENG%20(final)-2012%203%20(2).pdf for documents required.

Sorry, I am not sure if your baby can get a Philippine passport or not, please refer to Philippine embassy in China for more details.
