How to authenticate an invitation letter

A Tibetan friend of mine (Chinese national) has been invited to a literary festival in Ostana this summer. He needs to apply for a passport first. How can he get this letter of invitation, signed by the mayor of Ostana in Italy, authenticated by the Italian embassy. How long will it take and how much will it cost?
