Multiple Entry Visa for 1 year?

I am an American Citizen trying with more than 6 months left on my ARC card. I would like to obtain a multiple entry visa for China for 1 year while in Korea. I spoke with a travel agency who said it would be impossible to do so without a letter from the Chinese government giving me permission for the visa. Is this correct or should I look elsewhere to obtain it?

Is it because I'm applying for this Visa while in Korea? A friend applied in the United States and was granted the multi entry for 1 year without a letter.

Actually, invitation letter is required if you apply for a multiple entry Chinese visa for the first time, and previous Chinese visas are required if any. Policy for applying in a third country for a multiple entries may differ in countries, but basically require invitation letter issued by Chinese government.
