UK citizen applying for L visa

If I want to apply for a L visa for tourist purposes, is it necessary to submit evidence of flight and hotel evidence? What if I haven't booked a hotel yet or haven't planned my journey yet?

Yes, the evidence of flight and hotel evidence are usually requried. You'd better contact the local China Embassy or consulate to confirm this before submitting your application.
