i may go to hong kong in february 2013. do u think i need to bring a feather coat？

can i only  bring normal sweater and long sleeves shirt? and how about the bottom? can i wear short pants or dress?

You have no need to bring a feather coat. It is not cold.  It is cool and comfortable.  You can just bring long sleeves shirts and light jacket. Well, you need to wear trousers.
