72 hour transit free visit in to Shanghai City?

I am traveling from the UK on UK passport. BIRMINGHAM UK- AMSTERDAM - SHANGHAI- TOKYO then back to BIRMINGHAM.
Can I use the 72 hour visa free exit in to go into Shanghai city.

It is ok if you make Shanghai a transit for your trip to Tokyo. The onward ticket is required.
