Do China have also a program as a second home for foreigners to live in China ?

We are Swiss couple and 2 of our doggy girls would like to live in China for the rest of our life is this possible ? What can suggestion or application do we need as a Swiss to live permanently in China. We would really appreciate if it is possible for us to live in China for goods! We are couple (both) 51 years old and both of our doggy girls are 8 years old and we (4 of us) have been for a long time planned to live in China when we reached at this aged.
