Can I apply for Multiple Entry visa in Hong Kong or should I apply it in New Zealand?

I hold a NZ passport. I have heaps of prior Chinese single entry visas in my expired Philippine passports. I want to apply for multiple entries tourist visa. The multiple visa will provide me the flexibility to be able to visit China whenever I have the opportunities to do so. I am now in Hong Kong until 22nd of January.

Can I apply in Hong Kong? Or should I apply it after 22nd of January when I am in New Zealand?
