Will i need to obtain a transit visa for Shanghai beforehand?

I am travelling from Japan - New Delhi and i have a layover of 11 hours in Shanghai. Will i need to obtain a transit visa beforehand or will i be under the Visa Free Transit category to be allowed to leave airport for that period? My nationality is Indian.

Indian passport holders are not included in the 45 countries who enjoy 72-hour visa free transit at Shanghai. However, you may just apply for a 24-hour stay permit from the frontier inspection station to leave the airport.
