how to get a work permit with multiple entry

My colleague is currently working in a shipyard at Shenzhen and he enter as tourist. He wanted to apply a work permit but dont know what visa he should apply with multiple entry.he was there since 2nd week of Dec last year.He is a Singaporean, do he need to apply in Singapore or he can apply a residence permit?How is it goes?

The work permit should be applied by his employer in China from the local Human Resources & Social Security Bureau. Then with it, your colleague can apply for a work visa of China to work in China. With the work visa, he can apply for a resident permit from the local public security bureau within 30 days of his entry. With the residence permit, he can enter and exit China unlimited times within the validity. Hope I've made the thing clear.
