Hi, I am planing to go Red Land in March. Can you advise how can I take Public Bus or hire car.

You can take bus at Dongju passenger station or Nanyao passenger station from Kunming to Dongchuan first. The bus is availble every 20 minutes from 7:00 to 19:00. From Dongchuan to Red Land, you can find the bus heading to Fazhe by way of Huagou and Huashitou, which are the main scenic spots of Red Land. It is showed that there are only two buses departing at around 8:00 and 12:50 everyday, but you may get more information from ticket office there.
Alternatively, you may go to parking lot of rent-a-car office in Dongchuan to charter a car. Normally, the rental fee is around CNY100-150 per car for two people. If there are 4-6 people in your group, you may charter a minibus and the price is around CNY200-250 if the car is full. You can bargain with the driver to get a better price. This is my suggestion for your reference.
