Hi I would like to cover Huanglong , Jiuzhaigou , lijiang and Shangri la , Yangtse river and li river , what would be the sugested itinerary and way of transport for a budget traveller please?

You can visit Huanglong and Jiuzhaigou together. There is direct bus running between them. Then back to Chengdu and take train to Chongqing. Take Yangtze River Cruise from Chongqing to Yichang. Then take train or bus to Wuhan and fly from Wuhan to Kunming.  From Kunming, you can take bus to Lijiang and Shangri-la.
