Problem of application to HK in Brisbane, Australia for a Brunei CI holder

My son went to the Embassy, Brisbane of Australia for application to HK last Friday(4/1/2013). However, the officer replied him that he does not need it to enter HK. My son had explained to him that his travel document is a Certificate of Identity. The officer can't recognize it and replied to him that visa can only be issued to valid passport. I sincerely hereby ask you to clarify this issue to the Embassy in Brisbane, Australia so that they can issue it to my son. Your assistance is gratefully appreciated.

Then, I think the simplest way to solve this is applying for a passport for your son from your embassy in Australia.

Only Brunei citizen is entitled to have the passport while as permanent resident, he is only allowed to own the Certificate of Identity. I called the embassy this morning. The lady understood the issue, however, she told me to ask Chinese embassy, Brisbane to call them and they will clarify the issue with the ppl in Brisbane.

If your son holds Australian passport, he is also exempt from visa to Hk. Your issue seems a bit complicated. Please contact the corresponding embassy for effectice and direct help.
