Chinese visa for American residing in Korea

I heard from someone that Americans in Korea cannot receive visa to china anymore, is that true? If that's not true, I am trying to get a one year multi-entry visa to china, can I still get it in Seoul? And which location would I have to go to?

If you are just a visitor in Seoul, I'm afraid you can't get a China visa there, but you can get one in Hk.
