luggages connection and transit visa

I'm an Haitian national residing in US traveling from Chicago to Philippines via Shanghai on American Airlines with lay over 18 hours, and continue to Manila on Philippines Airlines. Would my luggages be forwarded straight to Mnl ,or they have to be pick up at Shanghai custom and rechecked at Philippines airline counter? If I have to rechecked, do I need a transit visa to get my luggages from arrival area and bring it to the Philippines Airlines counter. I will be staying in the airport hotel
