Hi, the birth certificate should be authenticated by the authentication office of the Canadian Foreign Affairs Department or the relevant province (territory) before submitting to the Embassy or Consulate General. Prepare the original and copies of the birth certificate, his passport, and also your friend's passport if he/she will handle this application. Just visit the consular office in person. No appointment is needed.
