What is the weather condition of the first week of Jan. of Dalian?

Hi,I am from India. I am travelling in first week of January for 2 weeks. what is the recommended clothing?
I read that that the temperatures are below 0 degrees and here is India I have never stayed in under 20 degrees. Would it impact too much? And are there any heaters in public places,cabs and hotel rooms?
Am scared of the cold temperatures.
