Hangzhou & Suzhou weather in end March

what's the temperature/weather during this period? Will it be rainy? Is it suitable to visit?

The average temperature is about 5~14C at the two cities during that time. It is cool and pleasant during the day and may be a bit cold at night. It may have proper rainfall and won't be rainy. Generally, it is suitable for visiting.
