I am a Hong Kong ID Card holder, can I apply for a HKSAR passport in Sydney

I am not sure if you are a permanent resident of the HKSAR. So please refer to http://www.gov.hk/en/residents/immigration/traveldoc/hksarpassport/eligibilityforpassport.htm for more details.
