travel to xining restricted?

I applied for a visa at the Chinese Consulate in Houston, Texas, USA to visit Xining and was told that I would need a travel permit from China in order to obtain the visa.  Where would I obtain this permit?

Hi, do you mean visit Xining in Qinghai Province? as I know, this is not restricted, but they may think you will visit Tibet by the way. The permit they want is Tibet Travel Permit issued by Tibet Travel Bureau. This permit can be issued through a qualified China travel agency.
