family resident permit, different rates for uk ???????????

To day i finally went to the appointed building in Shenzhen to get my family resident permit, we had all the relevant information, after numerous visits and diffent requests each time, to the various public and police offices,
so finally we are here in front of the chinese officer that has been appointed to look after us, only to be told that because i am a U.K. citizen , i need to say how many visits i want on my visa, and pay 3000rmb for each one,
needless to say i was some what confused, my wife explained that on all the web sites we looked at it said this permit was for unlimited entries and exits, for one year,
has any one else come across this, or was the officer some how confused to what we wanted, the people at the main desk told us what we needed the first time we went, and it took us a week of running around back and forth, our land lord was less than happy , he was clearly fiddling his taxes as could be seen from the fact when he came with us to get our registration for her apartment he put our rent as 25% of what we actually pay, it seems every one in china does this,
any way any suggestions would be welcome as to different rules for U.K. citizens,

Did they tell you how long the family residence permit will be valid? I am sorry that this is just a new thing I heard about. As to my understanding, this permit has multiple entries, but like the visa, the fee of this permit differs according to nationalities.
