Fast processing procedure

I am a business man living in UAE from 30 years ,I want to visit Hong Kong ,for one week as a tourist with my friend, I am Syrian nationality ,and my friend is Romanian.please advise me where I have to apply and how long it will take. location of the consulate .Can I apply for a visit visa to Hong Kong ,urgent / fast processing ,and how much it will cost.thank you very much in advance.
