Visa processing time

I applied online for the visa on Feb 4th, for the San Francisco consulate. As of today, the status still shows Pending Preliminary Review. It is more than 3 weeks, should it take so long?

Yes, sometimes, as the consulate may accept a large number of applications. Another reason is that it is around Chinese New Year and the staff may have several days off from work.
