I would like to know where I can buy fresh flowers in Chongqing? Does Jiefangbei area have?

There is a flower market called Luzumiao Flower Market near Jiefangbei area, which is near Marriott Hotel. You can go to the hotel first and then ask the local people to find the exact position of the market.
