I'm a citizen of Trinidad and Tobago

which is an island in the Caribbean, and its rare that someone of my nationality would be visiting Tibet, so does this mean I won't be able to get a travel permit?

Hi, it is not a problem for you to get the travel permit, but you will need to find a local agency to handle it for you.
