hi i am a filipino pass port holder and from my expired pass port i'd been in shenzhen for so many times between 2006-2008. but recently, i would like to visit shenzhen again but then i'd heard the policy was changed so i was wondering because from the above requirements which is Other nationals are hard to get it if they have never been to PRC. now since i have with me my expire pass port and with the china visa on it, can i be eligible to get a Shenzhen VOA?

I am afraid not, you need to apply for a China visa in advance. VOA is not available for you.
