when can i enter on an f visa?

If the university language course I would like to attend begins on February 20th, and ends on July 15th, am I able to enter the country on my F visa prior to these dates in order to secure housing, set up banking etc? I have yet to acquire it.

Yes, sure. But please note you have to start application for a temporary residence permit with help of your school within 15 days (or less) after entry. You'd better contact the school first for their open time after Spring Festival.
