Visa requirements for a visit to a friend in Singapore

I am Ghanaian studying for a postgraduate degree in Jilin Agricultural University. I intend to visit a friend during our vacation by end of January. I would please like to know the visa type I can apply for and requirements. I would also be pleased to know of the nearest consulate to Changchun province where I am now resident as a student.
