How do I apply as a UK citizen living in Netherlands?

Hi,
I am living and working in the Netherlands and will fly from Amsterdam in February to visit a friend in Shanghai who is studying there for a year.
Is it possible for me to obtain my visa her in the Netherlands, or do I need to go to the UK for that?
From what I have read on here, I will be able to get a tourist L, with a letter of invitation from my friend. Is that correct please?
