Possible to get Chinese visa in Katmandu with tourist visa in Nepal?

Hello

We are a Finnish couple travelling in different countries and left Finland over 3 months before we were planning to visit China so we couldn't apply for the normal tourist visa there. We had asked Chinese embassy in Nairobi whether it's possible for us to apply there. They did answer yes but now we became unsure if they did not understand that we only have tourist visa. We also travel via Nepal and will stay for some days in Katmandu.
