About:China Customs Declaration

Foodstuffs, in particular Meusli breakfast cereal.

Am I permitted to bring commercially packaged breakfast cereal, in particular Meusli into China without declaring it? It would only be a couple of packets for personal consumption as I am advised, most breakfast cereals available in China are very processed and soft.
