I'm planning to visit harbin by 15 feb 2013. how the weather and the ice world festival still on?

It will be very cold there at that time. The average low temperature is about 20C below and the high one is about 5C below. It is dry at that time.
For the ice world festival, if the temperature is too low to make the ice sculpture melt, the show will be still on at that time. So please do not worry about it.
