If you want to back to Peking after Chengde in the day, it is hard to finish this trip. Chengde is nearly 400km far away from Tianjin and there is no bullet train or high speed train between them. You can take the intercity train from Peking to Tianjin. After visiting Tianjin, you could take bus to Chengde. Then stay overnight in Chengde and back to Peking the next day.
