Can your residence permit by cancelled by an embassy in your home country?

If you want to cancel your residence permit earlier than it is due to expire for the purpose of applying for a new visa of a different type (the purpose of my stay in China would not be the same, hence the reason for a new one), can it be done by an embassy in my home country or do I need to contact the exit-entry bureau in China (where I am currently living) and have them do it? It would really work for me better if I could cancel it in my home country because I want to immediately apply for a new one and need to go back anyway for various reasons.

Hi, may I know the purpose of visit this time? If you are working in China, the residence permit is ok to entry and exit freely. Why do you need to get a new one?

I am a student holding an X visa. I got a job offer I would like to take. Hence the reason I want to terminate my residence permit, take the job and get a new one. The job offer also requires me to go back to my country to deal with the paperwork. Which is why it would be more convenient to do it after I return back to my country.

I should also probably clarify that the job would be in a different city and province, if it makes any difference.

If you have got the work permit and invitation letter, you can apply for a Z visa in you home country. The residence permit will expire once the new visa is issued. There is no difference which city you will work.
