Letter Authorizing Visa Issue

Is it possible to use the Letter of Confirmation to attain a visa at a consulate of a third country? I am a USA citizen and will be travelling to Phillipines. If possible I would like to get a new F while there in Manila.

Generally, you can not get visa in a third country if you are not work or reside there. But it is ok if you apply in advance, as a single entry China visa is valid for 3 months from issue date.
