best time to visit to visit the madame tussauds

What time is the best time to visit do you reckon and how long would it take if I purchase the Museum Admission Fee + Sky Terrace + Peak Tram combo ticket ? And can I purchase this combo ticket at the peak tram ?

I suggest you go to visit them in the afternoon so that you can see the amazing night view of the city at the Sky Terrace in the evening. You'd better spare at least 4~5 hours for those sites. You can buy the ticket at the peak tram.
