Is it necessary to have a transit visa.

We would be coming from Las Angeles to Delhi via Shanghai. at Shanghai, the stop over is about 20 hours. Also without visa, can we roam around in Shanghai during the stop over period.

No, you do need a visa to visit the city during the stop.
