The two cities can be ok both. And the latter city can be much colder than the foemer one in winter.

The people there are very friendly, so do not worry about it. Local people may not know English, but most of the college students there can speaking fluent English, so you can ask them for help if you have any problem when you were there.

As I know, the wifi can be only accessible in some specific places, such as the cafe and KFC. But the mobile networks can be available nearly everywhere.
Generally, China Unicom, China Mobile and China Telecom take the internet services, so in different places, the speed is different.
