He was the first emperor who united China and strengthen the central authority. He began to unite the currency firstly. So he was successful.

Emperor Qin was very powerful, and had complete control over his people. He wanted complete obedience, and the consequences for disobeying him was death. This way, everyone listened to him, and he got what he wanted.

Actrually, the success of Qin Dynasty is not only contributed by QinShiHuang, it starts from his grandpa's grandpa - QinXiaoGong. Qin Dynasty became stronger and stronger from 384(QinXiaoGong) to 246(QinShiHuang) BCE, almost 150 years, and finally Qin Dynasty unified China when QinShiHuang became the emperor. The success of Qin Dynasty is reult from the reform of lord Shang, the reform established a rule that Legalism is only polical idea to rule the county and its people, acturally the Legalism emphasize that evryone is equal, anyone include the nobility who break the law will be punished, it also is more effective to encourage the warriors to fight as they can get more intrests in the war. These advantages were accumalted more that 100 years, finally, the power of Qin Dynasty is far stonger that the other 6 states, and QinShiHuang unified the China.
